First thing, go ask your other neighbours if they have noticed this attitude of his. If they did, try to convince them to go to the police. The more complains the police will get, the more serious they will take this affair. I don't know the laws about harassing and exhibition in Vietnam, but I'm sure the police can't turn a blind eye.

One more thing, people in the police aren't always nice when people come to complain. They do that in order to be sure that the matter is serious. Whatever they can say, stay firm.
